Water management requires communication that supports compliance with agreements rather than merely disseminating conservation messages. This study aims to develop a water conservation campaign media model through art education and participatory design among farmers in Sembon Village, Karangrejo District, Tulungagung, Indonesia. Design-based research comprises four phases: needs diagnosis, collaborative design, production and validation, and field evaluation. The evaluation framework involves 18 farmers and combines interviews, paired observations, expert validation, and media prioritization using the Analytic Hierarchy Process. In a synthetic dataset, visual information use increased from 22.2% to 83.3% (Holm-adjusted p = 0.0049), whereas schedule compliance increased from 44.4% to 77.8% without statistical significance after adjustment. Six of eight validation criteria reached Aiken's V of at least 0.80. Irrigation schedules, block markers, and water-level boards received priority over decorative media. These findings distinguish information use, behavioral change, and art learning outcomes. Field verification remains necessary before effectiveness can be establishedDownloads
